Best in Parking is one of the leading European companies with 45 years of experience in providing services in construction, planning, financing and operational management of parking lots operating in 161 locations in 6 European countries: Austria, Italy, Croatia, Switzerland, Slovakia and Slovenia, with over 70 000 parking spaces.
All parking lots in Europe managed by Best in Parking have a parking payment system manufactured by Skidata, and they wanted to implement an equally high-quality and efficient system in garages and parking lots throughout Croatia. As a long-term Skidata partner, not only in Croatia but also in the region, Eccos inženjering was the only one that could professionally implement the system distributed in several locations and provide adequate support throughout Croatia.
The cooperation between Best in Parking and Eccos began in 2017 with the implementation of a parking system in the Cvjetni garage (approx. 300 parking spaces). In addition to the Cvjetni garage, Best in Parking manages 3 other public garages in Zagreb: Branimir centre (440 spaces), Kaptol centre (450 spaces) and Sky Office (660 spaces) and two parking lots in Palmotićeva and Petrinjska streets (200 spaces in total) . In addition to Zagreb, Best in Parking also manages two garages in Rijeka: Zagrad and Stari grad with a total of 1,350 parking spaces, a garage on Kapucinski trg with over 440 parking spaces in Varaždin, the Varaždin General Hospital parking lot with about 300 spaces and in Dubrovnik, the first and currently only public garage in Dubrovnik, Ilijina glavica, with 700 parking spaces.
Centralized management for all car parks in Croatia is enabled through the supervisory operations centre located in the Cvjetni garage, and supervision from the company’s headquarters in Vienna is also enabled. Users can pay for parking service in cash and using non-cash methods (bank cards), text messages, as well as prepaid cards in the value of 200 to 1,000 HRK with the ability of reading 1D and 2D barcodes from a prepaid card, mobile device screen, or Print @ Home ticket. Also, the functionality of vehicle license plate recognition (LPR ) was implemented, which speeds up and facilitates the exit of vehicles, entry to subscribed persons or announced vehicles by automatically raising the ramp after recognizing the vehicle license plate before reaching the barrier (ramp). LPR functionality is based on Eccos‘ Epsimax integration platform. Eccos has successfully conducted the fiscalization of all billing devices, and the solution allows easy monitoring of fiscal transactions in the system via a central web interface. In addition to parking systems, Eccos has implemented a video surveillance system at all locations, which is especially important for parking lots where the operator is not present 24/7.
Specific technological solutions have been applied at certain locations. Thus, in the Cvjetni garage, since the garage has only one entrance and one exit, two entrance and two exit terminals were implemented, one behind the other in a stand by configuration and, in the event of a fault failure of the master terminal, the slave terminal automatically takes over its function and enables uninterrupted traffic or the functioning of the garage. In the facilities of the Branimir Centre (catering, cinema, casino,…), validators have been implemented, through which the owners of the facilities can reduce the price of parking for their visitors and service users either partially, by a certain percentage or in the full amount, and since all data are recorded in the system, the parking operator is able to define special tariffs for such users.

They were the first in Croatia to implement 6 automatic Power.Cash Accessible payment registers in the Cvjetni garage. It is a unique device that has all the necessary functions and buttons at a height between 80 and 120 centimeters, thanks to which the user can make a payment sitting down, which greatly facilitates the use of the register for people in wheelchairs.
The latest interactive and multi-purpose payment register sKiosk Smart has been implemented in Varaždin. A key feature of the sKiosk is a color touch-sensitive graphic display for the user interface and display of messages, with a screen diagonal of 21.5 inches, which opens up the possibility of generating additional revenue from marketing advertising (for example, for restaurants near the garage or parking lot).
